Introduction
This advanced training course is offered by WIPO and the China Intellectual Property Training Center (CIPTC) of the China National Intellectual Property Administration (CNIPA).
Who should enroll
- Officials from publicly funded R&D institutions from developing countries, least developed countries and countries in transition generating intangible assets.
- Officials from relevant government ministries or departments responsible for managing and commercializing intangible assets.
Language of training

Course objectives
This executive training course is offered to enhance the skills of senior officials dealing with management and commercialization of intangible assets from R&D institutions and relevant government entities.
At the end of the training course, participants will understand the value of IP as a critical business asset and know how to design policies and strategies for their effective management and commercialization.
Curriculum highlights
The curriculum comprises the following phases:
Phase 1: Special Session of the advanced distance learning course DL-450 (4 weeks, October 28 to November 22, 2024)
Selected participants must complete the Advanced Distance Learning Course on Intellectual Property Management (DL-450) prior to their participation in phase 2. Only participants who have completed DL-450 after April 2020 will be exempted from re-taking the distance learning (DL) course again. The special session of the DL-450 will take place for a period of four weeks from the notification of selection. An assessment and exam will take place at the end of this special session.
Phase 2: Advanced Training (one week in person in Beijing, China, from December 9 to 13, 2024)
The program will cover several key themes, including both theoretical and practical aspects, through in-depth lectures, expert-led discussions, and engaging case studies. The key themes to be addressed include:
- Government’s role in innovation and IP: Chinese experience.
- Creating the enabling environment for the transfer of technology from research institutions to the business sector.
- IP management as a growth strategy for business success: Chinese experience.
- Brand management as a system for increasing the financial value of one’s brand.
- Patent portfolio development: strategy and planning.
- Enforcement of IP rights.
- IP and technology management in universities and R&D.
- Developing a strategic branding portfolio.
- IP valuation.
- Strategies for the commercialization of IP through private public-partnerships.
Phase 3: Identification, Research and Guidance on Projects (4 weeks)
Participants will be requested to carry out research and submit projects under the guidance of an assigned tutor selected within the pool of experts. Such topics must be endorsed by their respective institutions. The timeframe for submitting a report on the project by each participant will be four weeks after the training.
Phase 4: Award of certificate
A certificate will be granted to participants who have successfully completed the program curriculum.
