Introduction
This advanced training program is offered jointly by WIPO and the Center for International Intellectual Property Studies (CEIPI), University of Strasbourg, with assistance from the French National Institute of Industrial Property (INPI-France).
Course objectives
The course is designed to enhance the skills and knowledge of officials involved in promoting research and development (R&D) and technology transfer in national IP offices and relevant national authorities in the innovation ecosystem. The course is open to government officials from developing countries, least developed countries and countries with economies in transition and aims to equip participants with relevant knowledge and skills in intellectual property (IP) management, transfer and licensing.
At the end of the training program, participants will be able to apply different technology transfer frameworks to bring new innovations to market and effectively negotiate IP licensing terms and agreements.
Curriculum highlights
The curriculum comprises the following phases:
Advanced IP eLearning Course on IP Management (four weeks, online), from April 20 to May 15, 2026
Selected participants must complete the Advanced Course on IP Management (DL-450) prior to participation in the in-person training. Only participants who have completed DL-450 within three years prior to their selection will be exempt from retaking the course. The special session of the DL-450 will take place for a period of four weeks from notification of selection. An assessment and examination will take place at the end of the special session of the DL-450 course.
One week in-person intensive training in Strasbourg, France, from June 1 to 6, 2026
The program will include the following themes:
- Creating Added Value through Research
- Research Protection and Governance
- IP and the Valuation of Research Outcomes
- Research Results and TTO Partnership
- Intellectual Property Offices (IPOs) and Valorization
- Results Commercialization: Strategies for Commercializing Research Outcomes
- Commercialization Pathways and Deal-Making
An assessment and short exam will take place at the end of the intensive training.
Award of certificate
A certificate will be granted to participants who have completed all phases of the program curriculum upon completion of assessment and short exam.

- Senior government officials and professionals from national technology transfer authorities, national innovation agencies and R&D institutions.
- Senior officials of relevant government ministries and departments engaged in research and development, innovation, technology licensing, IP management and commercialization.
- National IP Office focal points responsible for commercialization.
Interested professionals from the private sector and applicants coming from other regions may apply directly through the CEIPI website for consideration.
