Introduction
This course is jointly offered with the Rajiv Gandhi National Institute of Intellectual Property Management (RGNIIPM, India) for the benefit of patent examiners working in the areas of biotechnology, pharmaceuticals and chemistry.
Why the course is offered
The course is offered to enhance the technical skills and knowledge of patent examiners in the use of online patent search engines and to equip patent examiners with new patent examination techniques for a better assessment of patent applications.
At the end of the course, participants will be able to search and examine inventions in the areas of biotechnology, chemistry and pharmaceuticals using publicly available online tools, and to assess novelty and inventive step concerning inventions in those fields.
Curriculum highlights
The curriculum comprises four phases.
Phase 1: Advanced Distance Learning Course (4 weeks)
Selected participants must complete the Advanced Distance Learning Course on Patents (DL301) prior to their participation in the face-to-face training or online course. Participants who have completed the DL-301 within four years prior to their selection will be exempted from re-taking the DL course again. The advanced DL courses will take place for a period of four weeks from the notification of selection. An assessment and exam will take place at the end of the DL course.
Phase 2: One week in-person training in New Delhi, India
Face-to-face training will be organized for one week, unless otherwise specified. The main part of the program will include the on-job training on search and examination.
The program will also include inter alia the following themes:
- Patentable and non-patentable subject matter, including exercises;
- Claims analysis, including exercises;
- Patent Analytics
- The Patent Cooperation Treaty (PCT) system;
- International search report and written opinion;
- Writing patent search and examination report;
- Assessments of novelty, inventive step and industrial application, unity of the invention;
- Developing search strategies;
- Access to public and private databases; and
- Patents in Artificial Intelligence.
Phase 3: Identification, Research and Guidance on Projects (4 weeks)
Participants will be requested to carry out research and submit projects under the guidance of an assigned tutor selected within the pool of experts. Such topics must be endorsed by their respective institutions. The timeframe for submitting a report on the project by each participant will be eight weeks after the training.
Phase 4: Award of Certificate
A WIPO Academy certificate will be granted to participants who fulfill and meet all requirements set out in this course curriculum. Certificates will only be awarded to the participants who have completed all other phases of the course curriculum.
